"SEO" gets used as if it's one thing, but local SEO and technical SEO solve two different problems, and doing the wrong one first wastes time.
Local SEO solves a visibility problem
If your business exists to serve people nearby (a clinic, a shop, a service business) and you're not showing up in the map pack or local results, that's a local SEO problem: Google Business Profile, citations, reviews, local content.
Technical SEO solves a foundation problem
If pages aren't getting indexed, the site is slow, or rankings have been flat despite reasonable content, that points to a technical SEO issue: something in crawling, indexing or site architecture that no amount of local citations will fix.
A quick way to tell which one you have
Search your business name plus your service on Google, logged out, from a different device. If you don't appear at all, even for your own brand name paired with your service, that's usually technical. If you appear but rank below competitors for local terms, that's usually local SEO.
Most businesses need both, in sequence
Technical issues should generally be fixed first: there's little point building local citations pointing to pages Google can't properly crawl. From there, local and content work compound on a solid foundation. This is exactly why a complete SEO strategy plans both together instead of selling them as separate purchases.
